Democrat Sue Dowell received about 60 percent of the vote and defeated Independent Wendell Smith in the race for Quay County Commission District 1.
Officials said the unofficial vote total was 2,061 for Dowell and 1,359 for Smith.
"I feel really excited and look forward to representing the people in Quay County," Dowell said Tuesday night.
Totals are unofficial until the canvas, scheduled during Friday's County Commission meeting, said Quay County Clerk Ellen White.
White said 60 percent of Quay County's 5,979 registered voters participated in the election. About 53 percent of registered Quay County voters participated in 2008, she said.
Dowell said it was good to see so many voters get out and cast their vote.
"Since day one I have said citizen participation is vital," Dowell said.
Smith said he appreciated all those who took the time to go out and vote. He said he wishes Sue Dowell well and will support her in any way he can as she serves as commissioner.
