    The attorney representing the Village of Logan has asked the U.S. Secretary of the Interior to order a halt to construction of a proposed water pipeline to Ute Lake because it would violate the Endangered Species Act.     The Tucumcari City Commission during a special meeting last week approved its Infrastructure Capital Improvement Plan for the fiscal years 2025 to 2029, with upgrades to basic services taking up the lion’s share of the lengthy list.     PORTALES — A 14-year-old boy recently was charged with criminal damage to the Portales Islamic Center, District Attorney Quentin Ray said recently. The boy told authorities he participated in only a small portion of the vandalism done to the building.
