    Scott Parnell, the village of Logan's new manager who began his first day of work Oct. 9, hailed from Los Lunas, near Albuquerque.     The president of Mesalands Community College is in early talks with Eastern New Mexico University in Roswell about collaborating with the university's aviation program. Mesalands President John Groesbeck said during his report Oct. 9 to the college's board of trustees that flights to Tucumcari Municipal Airport from Roswell and back would offer good training to aviation students at both campuses.     The Tucumcari City Commission on Thursday took action that brings closer increased water supply coming into the city and the final disposal of wastewater going out. The commission approved a letter that commits the city to put up $375,000 toward the $1.5 million needed to replace the 165,000-gallon Hoover tank west of the city and install water supply lines from city wells to the tank, and transmission lines from the tank to the city.     Crime Stoppers and the Quay County Sheriff's Office seek the public's assistance with information about an aggravated burglary at the 3900 block of East Maple Avenue in Tucumcari. About midnight Oct. 3, the robbers entered a home and held the resident at gunpoint.
