    Three seventh graders at Tucumcari Middle School won prizes for essays in a contest sponsored by Delfido Gonzalez Veterans of Foreign Wars Post 2528. Two of the winners, Heaven Hendrea, third place, and Josh Walker, second place, read their essays at the VFW Post's Memorial Day luncheon.     In little more than a week the streets of Tucumcari will be alive with music, Route 66 enthusiasts and classic cars for the 2013 Rockabilly on the Route. The event is sponsored by Tucumcari Convention Center will be the site for the three-day music festival's kick off June 7.   • Unemployment rate lowest in four years

    Quay County's unemployment rate for April, 5.3 percent, is the lowest the county has seen in four years. The last month that showed a lower unemployment rate was May 2009, when the rate was at 5.2 percent, New Mexico Dept. of Workforce Solutions reports show. In April of that year, the unemployment rate was even lower, at 4.9 percent. For April 2013, Quay County's unemployment rate jumped down eight tenths of a percentage point from March's 6.1 percent reading.     Surgery services are available again at Dan C. Trigg Memorial Hospital in Tucumcari, acording to Administrator Lance Labine. Victor Davis Labine said Dr. Victor Davis, a general surgeon with Plains Regional Medical Center, will be available twice a month for hospital procedures, clinic consultations and follow up visits.     The Tucumcari City Commission unanimously awarded to Versatile Construction Co. of Tucumcari a construction contract to improve nine blocks of Whitmore Street between College Avenue and the U.S. 54 frontage road at its meeting on Thursday.     Tucumcari City Commissioners on Thursday enacted new requirements requiring registration of dangerous dogs. The ordinance passed unanimously with no discussion.
