    With 61 percent of the votes in, state higher education Bond C was passing easily. That means $1 million for renovations at Mesalands Community College in Tucumcari. According to the New Mexico Secretary of State's website, Bond C was passing 278,051 votes to 176,354.     Democrat Sue Dowell received about 60 percent of the vote and defeated Independent Wendell Smith in the race for Quay County Commission District 1. Officials said the unofficial vote total was 2,061 for Dowell and 1,359 for Smith. "I feel really excited and look forward to representing the people in Quay County," Dowell said Tuesday night.
