At 10 a.m., police dispatchers received a call from employees at Buena Vista Labs stating that Mihm had not come to work, Deputy Police Chief Pete Rivera said.     A second change order to the Center Street water tank project was approved Thursday by the Tucumcari city commission to remove asbestos from the work site. “A layer of asbestos was found underneath the old water tank as it was being removed,” said Mark Martinez, project manager.     In the upcoming session of the New Mexico legislature, Rep. Dennis Roch will push for an amendment to the statute that governs the election recall process for manager/commission forms of government.
