    Next Tuesday, Aug. 29, will be filing day at the Quay County Courthouse for those running in the November election for local seats. The Quay County Clerk’s Office at 300 S.     An Albuquerque judge rejected a lawsuit by Coronado Partners against the New Mexico Racing Commission to force it to issue a sixth and final license for a horse-racing track and casino in Tucumcari.     The Quay County Fair this week is seeing an uptick in the number of livestock exhibitors. Dallas Dowell, president of the fair board, said in a phone interview Friday the number of livestock exhibitors is “up a little bit” overall.     A former Pecos High School basketball coach was sentenced to 30 years in prison after pleading guilty in federal court to five counts of coercion and enticement of minors. Joshua Rico, 27, of Pecos pleaded guilty to the five counts on Dec. 22, according to a news release last week from the U.S. Attorney’s Office in Albuquerque.
