    The Mesalands Community College board of trustees during its March 19 meeting unanimously approved a new outdoor activity fee for students.     An administrator for Presbyterian Healthcare Services told the Quay County Commission on Monday the healthcare provider would apply for a grant to help buy a retinal-scan camera for diabetes patients. C. Renee Hayoz, administrator for Presbyterian Healthcare Services that runs Dr. Dan C. Trigg Memorial Hospital in Tucumcari, said the provider would apply for a Rural Primary Health Care Act grant.     How windy was it last Wednesday? How about so windy, it blew over a freight train. It sounds like a tall tale, but it was no joke when severe winds apparently knocked off 23 railcars from the Canadian River railroad bridge near Logan into the ravine below.
